Roopa Mishra, IAS, made history in 2003 as the first woman from Odisha and the first married woman in India to secure the prestigious All India Rank-1 in the UPSC Examination. Her remarkable achievement, underscored by topping the exam that year, set a new benchmark in civil services. She went on to serve as Joint Secretary in the Ministry of Housing and Urban Affairs for five years, until 2025.
